Operating Guidelines
GRS Administrators would like for users, operators, and everyone else utilizing the Geier Radio System to abide by the rules and guidelines. These rules apply both in any formal meeting and on any of the Geier Radio System repeaters.

All users, operators and administrators of the Geier Radio System must have a valid General Mobile Radio Service (GMRS) or Amateur (Ham) license. Anyone who does not have a valid license will not be accepted on the Geier Radio System.

At no point shall any person on the Geier Radio System harass, bully, discriminate, or disrespect anyone while transmitting. This includes hate speech, sexual harassment, threats to harm, or illegal conversations. This rule waives the 1st Amendment right of the United States Constitution if the user violates this rule, or becomes disruptive or disorderly.

No person shall use any digital transmissions on any GMRS repeaters unless transmitting digital data locations or messages for a brief amount of time. Users and operators are permitted to use MDC1200, DTMF, or any type of analog signaling for the purpose of radio IDs, messaging, emergency call, or other types of analog alert tones unless if they become disruptive, interfere with operations, or is prohibited by an operator.

Users, operators and administrators are required to request a radio ID to use any digital conventional or trunking modes such as Project 25 (P25), DMR, or Type II. Any other IDs that are not assigned by the Geier Radio System is not allowed.

No person shall transmit when another user is already transmitting on the Geier Radio System unless it is for the purpose of transmitting an immediate emergency. When broadcasting an emergency, GMRS users must say "10-33" or "emergency traffic", and amateur users must say "emergency traffic". All traffic must be at a halt and yielded to the user calling the emergency.

An emergency is defined as "a serious, unexpected, and often dangerous situation requiring immediate action." No person shall declare an emergency traffic, or a 10-33, if no emergency is present at any time as this may result in consequences against the person. At any time an emergency has been declared or transmitted, public safety officials may be notified depending on the circumstances of the emergency.

Please listen to the Geier Radio System Administrators at all times if they ask you to do or to not do something on the system. Administrators of the Geier Radio System reserve the right to prohibit anyone from transmitting on the system or any of its repeaters for any reason whatsoever. Law enforcement officials are allowed to request any user or operator using the Geier Radio System to not use the system or its repeaters for any reason that may pose a threat or concern to the public.

If a user, operator, or anyone else is suspected of violating the rules and guidelines, they may be subject to being suspended or removed from the system. If it were to occur that a user or operator has been suspected of a severe violation, they may be immediately removed from the system and potentially referred to the Federal Communications Commission.
